School Board Meeting - January 11, 2007

1. Call to Order – President, Ellen Dodson called the meeting to order at 7:00 pm and led the Pledge to the Flag.  The meeting was held at the Nooksack Tribal Offices

Attendance:   Board Members – Ellen Dodson; Jim Freeman; Trish Hart; Russ Pfeiffer-Hoyt; David Smith

                  Certificated Administrators – Rick Gantman; Charlie Burleigh; Ellyn Erickson; Tim Yeomans 

a.       Good of the Order –

Ø      Thank you to the Nooksack Tribe for hosting the board meeting in their facility – and for the coffee and refreshments

Ø      School Board members for their service to the community (January is School Board Member Appreciation Month)

Ø      Mt Baker “Nationally Certified Teachers”

Ø      Transportation personnel for work during inclement weather

Ø      Whatcom County road crews for work during inclement weather

2.       Approval of Minutes – Mr. Pfeiffer-Hoyt moved and Mr. Smith seconded the motion to approve Minutes of the December 14 meeting.  Motion passed.

3.       Consent Agenda – Mr. Pfeiffer-Hoyt moved and Ms. Hart seconded the motion to approve all items on the Consent Motion passed.

                                                             ii.      Wrestling State – Tacoma, February 15 & 16

f.        Approval of Accounts Payable for January 07 and Payroll for December 06

Warrants audited and certified by the auditing officer as required by RCW 42.24.080, and those expense claims certified as required by RCW 42.24.090, have been recorded on a listing, which has been made available to the Board.  As of this day, January 11, 2007 the Board by a unanimous vote does approve the payment of those warrants included in the above list and further described as follows:  ASB Fund warrants #123 – 136 in the total amount of $6,382.85; Capital Projects Fund warrant #97949 in the total amount of $808.95; General Fund warrants #97820 – 97947 in the total amount of $192,173.51; and General Fund warrant #97948 in the total amount of $86.82.

Report on School Board Goals – School Board Portfolio – The portfolio provides accountability for progress the board is making in achieving its goals.  School Board members attended and/or took part in:

Ø      Recommend reading the books Delivering the Promise & Joy at Work

Ø      Mt Baker Scholarship Foundation endowment now at $1,250,000

Ø      WSSDA (Washington State School Director’s Association) Trustlands Task Force

Ø      Legislative Issues:

§         Changes to WASL Graduation Requirements

§         Increases in Education Budget

§         Simple Majority

§         Dale Brandland on Senate Education Committee

5.       Information from the Audience – None at this meeting.

6.       Presentations – None at this meeting.

7.       Action Items –

a.       Indian Education

Impact Aid – Mr. Yeomans explained that Federal Impact Aid is meant to supplant property taxes for students whose parents live or work on Federal Lands.

Public Hearing – At 7:35 pm Ms Dodson opened a Public Hearing to receive input from Tribal members regarding access to educational services and programs in Mt Baker Schools by Nooksack Tribe students.  A comment was made that native students take good advantage of after school home-work help at the junior & senor high schools.

 Title VII – Mr. Yeomans talked about Title VII, which provides funding & support for Native Students.

At 7:50 Ms Dodson closed the Hearing.

b.       Revisions to Kindergarten School Calendar – The new revised version was presented reflecting snow make-up days.  Mr. Pfeiffer-Hoyt moved and Mr. Freeman seconded the motion to approve.  Motion passed.

c.       Resolution #06/07:15 – General Fund Budget Extension – Mr. Pfeiffer-Hoyt moved and Mr. Smith seconded to approve the Resolution.  Motion passed.

d.       Resolution #06/07:16 – Debt Service Fund Budget Extension – Mr. Pfeiffer-Hoyt moved and Mr. Freeman seconded the motion to approve the Resolution.  Motion passed.

e.       Amendment to IKON five-year Agreement – Mr. Smith moved and Mr. Freeman seconded to approve the Agreement.  Motion passed.

a.       Superintendent’s Report – Dr. Gantman written report included information on the following:

Ø      Strategic Plan Progress

Ø      Timber Revenue Update

Ø      Secret Harbor

Ø      Senator Brandland to visit district

Ø      Responding the inclement weather

Ø      Kendall Leadership

b.       Business Manager’s Report –

Donna Getchell provided written and verbal Synopsis and Fund Summary information to the Board.

11.   Executive Session – At 8:45 Ms Dodson recessed the meeting and the Board went into Executive Session to discuss one personnel item. 

12.   Adjourn – At 10:00 pm Ms Dodson resumed the meeting and then adjourned.
