MOUNT BAKER SCHOOL DISTRICT #507 ***MINUTES*** School Board Meeting - Thursday, April 5, 2007
Attendance: Board Members – Ellen Dodson; Jim Freeman; David Smith. Trish Hart & Russ Pfeiffer Hoyt were absent and excused. Certificated Administrators – Rick Gantman; Charles Burleigh; Tim Yeomans Good of the Order – Attachment “A” 2. Approval of Minutes – Mr. Freeman moved and Mr. Smith seconded the motion to approve Minutes of the March 8 and 22 meetings. Motion passed. 3. Consent Agenda – Mr. Freeman moved and Mr. Smith seconded the motion to approve all items on the Consent Agenda. Motion passed. a. Personnel Actions b. Cancel Warrants – Resolution #06/07:27 c. Surplus Property – Resolution #06/07:28 d. Overnight Trips — i. Track State @ Mt Tahoma – May 23 – 26 ii. Fastpitch State @ Wenatchee – May 24 – 26 iii. Baseball State @ Wenatchee – May 24 – 26 iv. Mountaineer & Jazz Bands @ Victoria, B.C. Music Festival and Parade – May 19 – 21 e. Purchases over $7,500.00 – None f. Approval of Accounts Payable for April ‘07 and Payroll for March ‘07 Warrants audited and certified by the auditing officer as required by RCW 42.24.080, and those expense claims certified as required by RCW 42.24.090, have been recorded on a listing, which has been made available to the Board. As of this day, April 5, 2007 the Board by a unanimous vote does approve the payment of those warrants included in the above list and further described as follows: ASB Fund warrants #216 – 331 in the total amount of $13,168.11; Capital Projects Fund warrants #99586 in the total amount of $605.89; General Fund warrant #99449 in the total amount of $18,500.00; General Fund warrants in the amount of $99454 – 99585 in the total amount of $208,877.02; and Private Purpose Trust Fund warrant #99587 in the total amount of $10.84. 4. Information from Board Members a) Report on School Board Goals – School Board Portfolio – The portfolio provides accountability for progress the board is making in achieving its goals. School Board members attended and/or took part in: i. Proposed book study; “Delivering on the Promise” ii. Kendall Staff meeting iii. Attending Diversity Workshop end of April – will report at May meeting 5. Information from the Audience – a. Rolland Holterman thanked the district for the generous donation of surplus curriculum materials. He said that they have been of great benefit to native students, who have shown marked improvement in math scores and reading levels. b. Four community members requested the use of the Kendall Elementary parking lot this summer to locate the newly formed Mt Baker Farmer’s Market Association. The board directed the group to work with district administrators to make arrangements. 6. Presentations – a. 2007 – 2008 Enrollment Projections – Business Manager, Donna Getchell, provided handouts and an explanation of preliminary projections. There has been a general trend of decline in enrollment the past few years. b. Use of Student Achievement Funds – Ms Getchell provided a handout and overview of the use of the funds. Ms Dodson opened the Public Hearing at 7:40 pm and asked for comments from the audience regarding the use of I-728 Student Achievement funds in the 2007 – 2008 school year. There were no comments from the audience Ms Dodson closed the Hearing at 7:42 pm, and resumed the regular meeting. 7. Action Items – a. Resolution #06/07:29 – Checking Account Signatories – Mr. Freeman moved and Mr. Smith seconded the motion to approve Resolution #06/07:29. Motion passed. b. Sale of House at 5113 Mitchell Road – Dr. Gantman explained the process for culminating the sale of the house, after receiving input from district counsel. The board directed Dr. Gantman to proceed with the process and sale as explained. Mr. Freeman made the motion and Mr. Smith seconded to approve final sale of the house at 5113 Mitchell Rd. Motion passed. c. 8. Policy – None 9. Reports – Superintendent’s Report – Dr. Gantman’s report included information on the following: i. Legislative Update d. Business Manager’s Report – ii. Ms Getchell provided copies of current Synopsis and Fund Summary 10. Meeting(s) Schedule – All meetings begin at 7 pm in the District Office unless otherwise noted a. Good of the Order April 5, 2007 Ecology Sustainable School Award All Mt Baker school buildings have again won Ecology's Sustainable School Award! Mt Baker’s first award was given in 1995 and the district has continued to win every year the awards have been offered. This is due to an outstanding effort by the district to educate students and staff on the importance of sustainability principles. In a memo from Olympia: “Congratulations!! Your four schools have each been selected as winners of the $375.00 Terry Husseman Sustainable School Award. That’s a total of $1,500.00. We are preparing your award checks now, and we look forward to handing them to you at the ceremony in the state Capitol Rotunda, May 10, 2007. The festivities will begin promptly at 10:30 a.m.” Also, in a note from Becky Phillips, Recycling Coordinator: Washington State Recycling Association just named Mount Baker School District as a ROY award winner. That means Recycler of the Year! We’ll be honored at this year’s Conference. We have an excellent program! You might even call it “award winning.” Thank you to all for your continued support of the district's program and congratulations on another winning year! 2007 Governor’s Award for Pollution Prevention and Sustainable Practices Showing that the Mt Baker School District’s recycling program is a prime example of excellent sustainability practices, the following excerpt was taken from the application packet for the 2007 Governor’s Award for Pollution Prevention and Sustainable Practices, as a sample for other schools and businesses on how to apply. Other examples were used from such esteemed applicants as the University of Washington Medical Center, Dentistry Northwest and Frito Lay. Showing comprehensive efforts Show you have looked at every aspect of your operations in pursuing sustainable practices. As one judge put it, show you are striving to “squeeze the last drop of environmental benefit” from your operations. FFA Forestry Team Wins Congratulations to the Mt. Baker FFA Forestry Team for their first place finish at the Forestry Career Development Event held at Silver Lake this past Saturday. 1st place high individual was Brandon Larsen, 3rd high individual was Clayton Isenhart, 6th place high individual was Scott Johnson, 8th place high individual was Derek Franks, and Stefan Nelson was in the top 20. Forty students and 7 teams competed in the contest. FFA Floral Team Places at State The first Mt. Baker FFA Floral Team placed 7th at the State FFA Floral Career Development Event on March 30. The team consisted of all freshmen and was coached by Ms. Tamara Whitcomb. FFA Chapter on TV Your Town, State – The Mount Baker FFA Chapter from Mount Baker High school will be showcased the weekend of April 14 – 16, 2007, on “This Week in Agri-Business”, a weekly, one-hour television agri-news program hosted by two of the country’s most well-known farm broadcasters, Max Armstrong and Orion Samuelson. The Mount Baker FFA Chapter Tribute will include information about the chapter’s history, activities and community service. It also includes several photos of the students and their participation in chapter activities. Viewers can see the Mount Baker FFA Chapter Tribute during “This Week in Agri-Business” which is aired on RFD – TV, a 24-hour television network for rural America. RFD – TV is carried on Dish Network channel 9409 and on DirecTV channel 379, as well as a number of other cable systems. Broadcast times are 5 am and 3 pm on Saturdays; 5 pm on Sundays; and 6 am on Mondays (Pacific Time). Mt Baker Alumni, David Wain Coon Honored A Mount Baker School District alumnus of the class of 1982, David Wain Coon, is being honored at Central Washington University (CWU) in Ellensburg on Tuesday May 1. The David Wain Coon Center for Excellence in Leadership is being unveiled at the celebration. Mr. Coon is the President of Evergreen Valley College in San Jose, Ca. Attachment “B”
