MOUNT BAKER SCHOOL DISTRICT #507 ***MINUTES*** School Board Meeting - Thursday, September 13, 2007
Worksession – 4 – 6 pm The board met with public relations firm representative regarding timber revenues.
Executive Session – 6 – 7 pm The Board held a telephone conference with counsel in executive session to discuss a legal matter.
Attendance: Board Members – Ellen Dodson, Jim Freeman, Trish Hart, Russ Pfeiffer-Hoyt, David Smith. Certificated Administrators –Rick Gantman; Charlie Burleigh; Jim Frey, Trina Hall
a. Good of the Order – § Dr. Gantman introduced the new Business Manager, Denise Ellis § Smooth start of 07/08 school year.
2. Approval of Minutes – August 9. Mr. Pfeiffer-Hoyt moved and Mr. Freeman seconded the motion to approve all Minutes. Ms Hart abstained as she was not at the meeting of Minutes being considered. Motion passed
3. Consent Agenda – Mr. Pfeiffer-Hoyt moved and Ms Hart seconded the motion to approve all items on the Consent Agenda. Motion passed. a. Personnel Actions b. Approval of Accounts Payable for September 07 Payroll for August 07 Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense claims certified as required by RCW 42.24.090, have been recorded on a listing, which has been made available to the Board. As of this day, September 13, 2007 the Board by a unanimous vote does approve the payment of those vouchers included in the above list and further described as follows: ASB Fund voucher #2 through 11 in the total amount of $9,609.56; ASB Fund vouchers #349 - 350 in the total amount of $2,442.90; ASB Fund vouchers #351 through 355 in the total amount of $3,440.46; Capital Projects Fund vouchers #102620 through 102623 in the total amount of $4,319.89; Capital Projects Fund vouchers #102870 – 102871 in the total amount of $1,312.77; General Fund vouchers #17027 – 17047 in the total amount of $147,673.78; General Fund vouchers #17048 – 17099 in the total amount of $53,978.90; General Fund vouchers #102516 – 102598 in the total amount of $58,626.73; and General Fund vouchers #102743 – 102816 in the total amount of $97,507.46.
4. Information from Board Members Report on School Board Goals – School Board Portfolio – The portfolio provides accountability for progress the board is making in achieving its goals. School Board members attended and/or took part in: § Whatcom County School Directors Leadership Development Planning, with WWU, at Nooksack Valley School District § WSSDA Trustlands Task Force – DNR Eastside Old Growth Policy Tour, Ellensburg § Regional Math Teachers Workshop § All Staff BBQ
5. Information from the Audience – “Rick’s List” – Rick Maricle provided the list of 4-H Grand Champions at the NW Washington Fair – see Good of the Order.
6. Presentations – a. Dr. Gantman and Denise Ellis provided current enrollment information. b. Trina Hall, Curriculum Director, provided the annual WASL test results overview.
7. Action Items – a. Colacurcio Brothers Construction Contract – $287,260.00 – Mr. Pfeiffer-Hoyt moved and Mr. Smith seconded the motion to approve payment of the contract amount. Motion passed. b. Running Start Agreement – Bellingham Technical College – Mr. Freeman moved and Mr. Smith seconded the motion to approve the Agreement. Motion passed.

9. Reports – a. Superintendent’s Report – Dr. Gantman presented the Superintendent’s Report. Highlights of the report were: § Timber Ridge High School § Mt Baker Academy b. Business Manager’s Report – Monthly written reports were provided. Ms Ellis is working with Ben Thomas from ESD 189 during the transition.
10. Meeting(s) Schedule – All meetings begin at 7 pm in the District Office unless otherwise noted a. Work sessions & Special Meetings – i. Thursday, September 27 – § Timber Revenue; Development of M & O Levy proposal; Program Issues ii. Friday, October 19 – Board Retreat b. Regular Meetings – i. Thursday, October 11
11. Executive Session – At 8:15 pm Ms Dodson recessed the meeting and the board went into Executive Session to discuss MBEA Contract & PSE rate of pay. The meeting was estimated to last 15 minutes.
12. Reconvene – The board reconvened at 9:00 pm. Mr. Pfeiffer-Hoyt moved and Mr. Freeman seconded to ratify the MBEA Contract. Mr. Smith abstained due to a conflict of interest. Motion passed. Mr. Pfeiffer-Hoyt moved and Mr. Freeman seconded to approve the PSE rate of pay. Motion passed.
